Mr. Geoffrey Hichborn, a Civil Engineer, is the Principal of Hichborn Consulting Group and a Senior Consultant with Concrete Insights Corp., both in Anaheim, CA, Concrete Insights Corp. specializes in the forensic evaluation of construction involving concrete, plaster, and masonry. Hichborn Consulting Group consults regarding repair methods, materials, and procedures and performs evaluations of cement, cement containing products, and gypsum based materials, including formulated and packaged materials. Working all over the nation, though mostly in the southwest, Mr. Hichborn evaluates claims of defective or damaged concrete, determining whether the materials and installation satisfy the relevant plans and specifications. For construction in service, his firms perform condition surveys in light of exposure to potentially aggressive environments and difficult soil conditions. His firms also assess distressed work, regularly considering causation and recommending repair methodologies. He investigates fire, water, wind, and earthquake damage on concrete and related construction; also claims of sulfate attack, alkali aggregate reaction, and distress to concrete by acids; flooring problems on concrete; and questions regarding concrete slabs and structures for many other conditions. Such investigations have encompassed all forms of construction, including residential, commercial, industrial and public sector. He has investigated and testified about concreting defects in newly constructed and very old work, including freshly cast concrete in new construction and foundations of 100 plus year old buildings. The scope of such work has ranged from informal verbal assessments to multi-million dollar litigation support. He has testified in arbitration hearings, mediations, small claims, municipal, superior, and federal courts, and prepared a reports used before Judge Wopner in The Peoples Court.

He frequently makes presentations and teaches seminars relating to various cement and concrete related topics. Earning a BS in Civil Engineering from UC Irvine in 1979, he has a Registered Civil Engineer in California since 1990. He is National President of the Forensic Expert Witness Association.

Mr. Hichborn’s prior positions include: six years at Riverside Cement Company leaving as Manager, Technical Services, three years as President of a commercial construction materials laboratory, and two as Director of Materials Engineering, Testing and Inspection for a Geotechnical Engineering firm. Mr. Hichborn has over 30 years experience investigating cement and concrete claims and addressing related issues.

Mr. Hichborn is a Fellow of ACI and active in its committee work. He is a member of subcommittees 201-Durability, 225- Cement, RCC-Responsibilities in Concrete Construction, 332-Residential Concrete and 552-Geotechnical Grouting) and
ASTM, (including various subcommittees of Committees C-1, Cement and C-9, Concrete) and maintains active memberships in ASCE, ICRI, PTI, SEA, SEAOSC, PCMAC, PCI, and ASCC, among others.
